Te Fourth Plenary Session of the Nineteenth Central Committee of the Communist  
Party of China (CPC) adopted the “Decision of the CPC Central Committee on  
Upholding and improving Chinese Socialist System and Modernizing State Governance”  
(hereinafter referred to as the “Decision”). it comprehensively summarized the brilliant  
achievements since the founding of the People’s Republic of China (PRC), systematically  
explained the system of socialism with Chinese characteristics and China’s governance  
system were systems of strong vitality and huge strength, and profoundly answered major  
political questions: What should we uphold and consolidate? What should we improve and  
promote? it provided secret code of the system for the interpretation of China’s governance,  
the institutional pedigree for the perception of “Chinese strength,” and institutional  
guarantees for the formation of “system confdence.”  
Te governance of China and the system of China are different from each other, but  
also related to each other. Te governance of China refers to the theory and practice of the  
CPC leading the people to govern the country since the founding of the PRC, while the  
system of China refers to the system of socialism with Chinese characteristics formed and  
established during this practice. Terefore, the governance of China is the practical basis of  
the system of China, and displays the strengths of the system of China; the system of China  
is the institutional guarantee of the governance of China, and is the institutional outcome

1. Writing the magnificent epic of the state governance of  
China  
“Over the seven decades since the founding of the People’s Republic of China, our Party has  
led the people in creating two miracles: the frst is rapid economic growth and the second  
is lasting social stability. Te Chinese nation has achieved a tremendous transformation:  
it has stood up, grown rich, and is becoming strong.”1 Te “two miracles” of rapid  
economic development and long-term social stability are a high-level summary of the great  
achievements made by the CPC in the past 70 years and the remarkable effects in China’s  
governance. it is a magnifcent epic about the governance of China.  
a)  Creation of global development wonder under the governance of China  
Seventy years of profound changes have witnessed the miracles in China. Since the founding  
of the PRC, social productivity has been greatly liberated and developed. Te economic  
power and composite strength have signifcantly increased. Te industrialization that  
developed countries have gone through over hundreds of years has been completed within  
decades in China. it not only has fundamentally changed the future of the Chinese people  
and the Chinese nation, but also has profoundly affected the development of world history.  
Our Party united the people and led them to overcome all the difculties and obstacles over  
70 years. A series of historic achievements have been made in revolution, construction, and  
reform, which leads to the harmonious scene of political stability, economic development,  
cultural prosperity, national unity, people’s happiness, and social tranquility. As Xi Jinping  
said, “it is fair to say that no other state and governance system in human history could  
have achieved these two miracles in such a short time.”2  
Te rapid economic growth demonstrates China’s strength. Heaven rewards those who  
work hard, and flowers in spring come to fruition in autumn. Over the 70 years since the  
founding of the PRC, especially in the new period of reform and opening-up and since the  
Eighteenth CPC National Congress, under the leadership of the CPC, the Chinese people,  
by their hard work, “dare to be the frst in the world” and has composed a magnifcent  
chapter “that surprised the world.” Te Chinese nation stands in the East with a brandnew posture. From 1952 to 2018, China’s Gross Domestic Product (GDP) increased from  
RMB67.91 billion to RMB90.03 trillion, up 174 times, and per capita GDP increased from  
RMB119 to RMB64,600 Over the past 40 years of reform and opening-up, the average

annual contribution rate of our country’s economic growth to world economic growth has  
reached about 18%. in recent years, it has been as high as about 30%. China has become  
a key anchor and driver for the world economy. As of the end of 2019, our country’s GDP  
is close to RMB100 trillion, and the per capita GDP has reached the level of US$10,000.  
Today, China’s total economic output is frmly in the second position in the world. it has  
become the world’s largest manufacturing country, largest trader in merchandise, largest  
foreign exchange reserve country, and second largest destination as well as origin of direct  
investment. At the same time, its industrial structure has been continuously optimized  
and upgraded. it has made remarkable achievements in infrastructure construction. Te  
urban-rural and regional coordinated development has shown a new pattern. Te openingup has yielded notable results. China’s international status and influence have been greatly  
improved. China’s governance fully demonstrated the continuous and rapid increase in  
economic power and composite strength. it has created a great miracle in the history of  
human development.  
Te lasting social stability of the society has established China as a model. Over the  
70 years since the founding of the PRC, especially since the new period of reform and  
opening-up and the Eighteenth CPC National Congress, while achieving rapid economic  
development, China has maintained social harmony and stability for a long period of time  
and the people live happy and stable lives, and work in peace and contentment. in sharp  
contrast to some socially divided and politically turbulent countries in the world, China  
has achieved the organic unity of reform, development and social stability, and maintained  
a dynamic balance of institutional vitality and governance order. Over the 70 years since  
the founding of the PRC, our Party and country have successfully withstood the War to  
Resist US Aggression and Aid Korea, a three-year difcult period, strong earthquakes in  
Tangshan and Fengnan areas in Hebei, the 1997 Asian fnancial crisis, devastating floods  
in 1998, the severe SARS (Severe acute respiratory syndrome coronavirus) epidemic in  
2003, the massive earthquake in Wenchuan, Sichuan in 2008, the global fnancial crisis,  
and other major tests. Te people’s regime has been consolidated. Te overall social and  
political stability has been maintained. Our Party always puts the people’s interests frst,  
and pays particular attention to improving people’s livelihood and enhancing people’s wellbeing while developing the economy. Since the reform and opening-up, the number of  
people living in poverty has decreased by more than 850 million, contributing over 70% to  
the global poverty reduction. Te number of employed people reached 780 million. Over  
900 million people have basic endowment insurance. Over 1.3 billion people have medical  
insurance. People’s living standard and the quality of life has generally improved. Te  
people’s sense of fulfllment, happiness and security have continuously improved. China’s  
governance achievements have made our country be recognized as one of the countries

whose people enjoy a strong sense of security by the international community, setting a  
glorious example of state governance.  
b)  Great rejuvenation of the Chinese nation highlighted by the governance of China  
in the process of exploration and creation, the Chinese nation “stood up.” At its founding,  
the CPC shouldered the historic mission of national rejuvenation. Our Party was deeply  
aware that, to achieve national rejuvenation, it was essential to establish an advanced social  
system that fts China’s reality. 3in the arduous struggle, our Party united and led the  
people to complete the New Democratic Revolution and the socialist revolution, founded  
the PRC, and gradually established socialism as China’s basic system. On the eve of the  
birth of the PRC, the Chinese Communists, with Comrade Mao Zedong as the main  
representative, laid the institutional foundation for the PRC by convening the Chinese  
People’s Political Consultative Conference (CPPCC). After the establishment of the state  
power, the People’s Congress system as the fundamental political system of our country  
was formally established from the central to the local level, and the socialist public-owned  
economic system was gradually established in the reform of ownership. Te system of CPCled multiparty cooperation and political consultation was gradually formed in political  
practice. Te institutional system our Party has explored and pioneered in the course from  
the New Democratic Revolution to the socialist revolution has greatly consolidated and  
expanded the class and economic foundations of the people’s democratic dictatorship, and  
laid a solid foundation of system for all development and progress in contemporary China.  
it also provides a political prerequisite for the innovation and development of the system  
of socialism with Chinese characteristics. As it goes in Chairman Mao’s poem, “Te strong  
pass of the enemy is like a wall of iron, yet with frm strides, we are conquering its summit.”  
in the historical process of exploring and creating the Chinese way of governance, the CPC  
has fundamentally reversed the Chinese nation’s continuous decline since modern times  
and started its continuous rejuvenation!  
in the process of integrity and innovation, the Chinese people “grow rich”. To achieve  
the great rejuvenation of the Chinese nation, we must promote our country’s state system  
and governance system to conform to the trend of the times, conform to the wishes of the  
people, be brave in reform and innovation, and be open and inclusive. Te Tird Plenary  
Session of the Eleventh CPC Central Committee started a new journey for the governance  
of China. Te Twelfth CPC National Congress stated clearly: “Take a path of our own and  
build socialism with Chinese characteristics,”4 which opened up a new path for socialist  
modernization. Te Chinese Communists, with Comrade Deng Xiaoping as the main  
representative, insisted on emancipating the mind, seeking truth from facts, united and led

the entire Party and the people of all ethnic groups in the country, profoundly summed up  
the pros and cons of our country’s socialist construction, and made the historic decision to  
shift the focus of the work of the Party and the state to the economic development of the  
country and to implement reform and opening-up. in the process of promoting reform  
and opening-up, our Party not only emphasizes independence and self-reliance, but also  
pays attention to opening-up and win-win cooperation, adheres to the direction of socialist  
market economic reform, and scientifcally answeres a series of basic questions such as what  
socialism is and how to build socialism. Socialism with Chinese characteristics has been  
successfully created. A state governance system with distinctive Chinese characteristics  
and signifcant institutional strengths has been gradually formed, providing a strong  
institutional guarantee for reform, opening-up, and socialist modernization. Having  
experienced the ups and downs in the past forty years, the Party is like an eagle soaring up  
90,000 miles in wind. in the historical process of upholding integrity and reforming the  
rule of China, the CPC has achieved a great revolution in the history of the development of  
the Chinese nation and has continued to make great leaps toward prosperity and strength!  
in the process of improvement and development, China “becomes strong”. Since the  
Eighteenth CPC National Congress, socialism with Chinese characteristics has entered a  
new era. Te CPC Central Committee with Comrade Xi Jinping at the core facing the  
great challenges, has united and led the Chinese people to take over great projects, great  
undertakings, and great dreams, and implemented the Five-sphere integrated Plan5 and  
the Four-pronged Comprehensive Strategy6, promoted the improvement of the system of  
socialism with Chinese characteristics, and signifcantly improved the modernization of  
the state governance system and capability, providing a strong guarantee for the Party and  
the country to make historic changes and achieve historic achievements. Our Party leads  
the great social revolution with the great self-revolution, and promotes the comprehensive  
and strict governance of the Party. Te Party’s self-revolution mechanism is gradually  
improved, so that the core leadership role of the Party’s leadership in the modernization  
of the state governance system and capability has been continuously highlighted. Te  
system of socialism with Chinese characteristics and the state governance system continue  
to mature in the process of innovation. Tey have demonstrated strong self-improvement  
capabilities in pioneering practice, and have taken practical actions to declare China’s  
national strength in international competition. “A mighty energy the Chinese people and  
Chinese nation have fostered over a long course of history has been brought out and offers  
an irresistible driving force for our national rejuvenation.” 7“As it goes in Li Bai’s poem,  
“Someday, with my sail piercing the clouds; i will mount the wind, break the waves, and  
traverse the vast, rolling sea.” in the historical process of improving and developing the  
governance of China, the CPC has led the people to march steadily towards the grand goal
