Preface

     Governance of the country begins with governance over the Party,

governance over the Party must be strict, and strict governance must be

rule-based. As regulations of the Party are the pillars of a great Party

for self-management and self-governance, to strengthen the

institutional building of regulations of the Party is a long-term and

fundamental way for full and strict governance over the Party. Since

the 18th National Party Congress, the Central Committee of the

Communist Party of China with Comrade Xi Jinping at the core has, in

creatively putting forward the proposition that adhering to law-based

governance of the country shall go hand in hand with coordinated

progress and integrated construction of institutional governance over the

Party, and rule-based governance over the Party, taken a series of

forceful measures to advance institutional building of regulations of the

Party and come up with a system of Party rules and regulations based

on the Party Constitution as the fundamental and supported by several

systemic sets of regulations of the Party. By continuing to enhance and

improve the leadership of the Party, notable progress has been made in

modernizing China's system and capacity for governance, the

institutional advantage of the Party being better converted into practical

efficacy of governance of the country. Capacity and competence of

scientific, democratic, and law-based exercise of state power continues

to enhance.

     Rule- based governance over the Party is a vivid embodiment of

the theory, thinking and mode of the rule of law of socialism with

Chinese characteristics. Adhering to the organic unity of law-based

governance of the country and rule-based governance over the Party is

a successful experience gained by the CPC in the practice of governing

the country, an innovation and development on Marxist theories on the

state, the political party, and the rule of law, attracting attention and

approbation of the international community. Many political parties and

political figures of foreign countries attach importance to it and are

interested in strengthening exchange and mutual learning in this regard.

     With a view to helping political parties, political organizations and

pertinent figures to better understand the CPC concerning the

conditions of institutional governance over the Party, and rule-based

governance over the Party and to furthering exchange of experiences on

governing the country, the International Department of the Central

Committee of the CPC takes the lead and concerned departments such

as Party Regulations and Documents Bureau of the General Office of

the Central Committee of the CPC participate in compiling, translating

and publishing Selected Institutions of Rule-Based Governance over the Communist Party of

China. This Book excerpts Xi Jinping's important

remarks on rule-based governance over the Party and selects 23

important Party rules and regulations worked out, revised, promulgated

and implemented since the 18th CPC National Congress, its content

including five aspects of the Party Constitution and the Party's

organizational, its leadership, its self-building and its supervision and

guarantee rules and institutions.
