孔祥智，中国人民大学农业与农村发展学院教授、博士生导师；兼任中国合作经济学会副会长、中国农业技术经济研究会副会长、北京市农业经济学会常务副会长、北京市城郊经济研究会副会长、农业部软科学委员会委员等职务。主要研究领域为农业政策分析、农村合作经济、林业经济等。近年来公开发表学术论文300余篇，出版著作（含合著）30余部。曾获北京市第九届哲学社会科学*秀成果二等奖等多个学术奖项，多次获得中国农村发展奖，入选教育部2004年度“新世纪人才支持计划”。钟真，中国人民大学农业与农村发展学院教师。李宾，中国人民大学农业与农村发展学院博士后。

This book is a stage achievement of the key project of the National Social Science Foundation titled “Research on Simultaneous Development of Mechanics Innovation, Industrialization, Informatization and Urbanization of the Agriculture Modernization System”(Project No13AZD003).  
When it comes to Chinese rural areas, people often call to mind what in literature like nature, purity, poverty, and laggingbehind. Honestly, Chinese farmers are far from wealthy, Chinese rural areas are far from advance and Chinese agriculture is far from modern. However, with the reform and openingup policy carried out in the new era, Chinese “Three Rural”Questions, agriculture, rural areas and farmers, have undergone dramatic changes. This book is to describe these changes in concise language and short passages.  
In May, 2014, Xi Jinping visited Henan Province and indicated,“China is still in a significant period of strategic opportunity. We should boost our confidence, adapt to the new normal condition based on the characteristics of Chinas economic growth in the current phase”.This is a new researching judgement for critical strategies of Chinese economy development and also the new direction of the Chinese macroscopic economic policy adjustment. One of distinguished characteristics of economy entering into a new normal condition is the confound adjustment of the traditional industries structure and traditional economic growth points, as well as the flourishing new industry situation and new growth point. This strategic judgement provides orientation for Chinese rural areas to enter the next period.  
The Third Plenary Session of the 17th CPC Central Committee made an authoritative judgement for the development of the present Chinese agriculture and rural areas.“China has entered the stage of promoting agriculture via industry and developing rural areas by cities. China has entered the critical moment of transforming traditional agriculture in a quick pace and following the agricultural modernization with Chinese characteristics. China has entered the critical period to demolish urban and rural dual structure and form the new stage of integration of urban and rural economic development.” As to me, this is transference period and the frequent occurrence period of multiple contradictions, during which the biggest problem we confront is the big urban and rural gap and difficulties in diminishing it. It is also the origin of force for almost all the agriculture and rural policies.  
The Third Plenary Session of the 17th CPC Central Committee indicated, “By 2020, the agricultural reform will be basically targeted at the sound construction of rural agriculture economy and the basic construction of the integration of rural and urban economic development, the distinguished development of modern agriculture building, outstanding increase of agricultural productivity and the effective guarantee of notional grains safety and major grains supply, the double increase of farmers income compared with 2008, the dramatic increase of the consumption levels and the basic abolition of poverty, further strengthening of rural construction of grassroots organization，the further perfection of villagers selfgovernment system and the practical insurance for farmers democratic right, the obvious promotion of public service equality for urban and rural areas, the flourishing of rural culture, the practice of rural basic culture rights, the education opportunities accessible to every villager, the guarantee of the life necessities in rural areas and the sound basic medical health system, the perfection of the rural management system, the basic formation of resources efficient and environment friendly production system, the obvious improvement of living biological environment and the constant strengthening of the continuous sustainability”.
