Let’s Join Hands to Embark on the Avenue

to Common Prosperity

     I have read Leaving No One Behind: China’s Stories of Poverty

Alleviation organized by the International Department of the CPC

Central Committee and written by the Foreign Affairs Division of the

International Poverty Reduction Center in China with joy and even

excitement. With 22 vivid stories of targeted poverty alleviation, this Book

expounds on the policy measures taken by the Communist Party of China

and the Chinese government in implementing the strategy of targeted

poverty alleviation since the 18th CPC National Congress, presents varying

practices done by actors ranging from the central government to the local

governments, and from enterprises (organizations) to individuals, and in

addition, discusses early outcomes of the poverty alleviation programs

China piloted in other developing countries in Asia and Africa. Many

thoughts spring to my mind after reading the book.

     Since its founding, the Communist Party of China has stayed true

to its original mission of seeking rejuvenation of the Chinese nation

and happiness of the people, and always been mindful of its purpose

of serving the people wholeheartedly. During the great revolution

that overthrew the three big mountains of imperialism, feudalism and

bureaucratic-capitalism, it relied firmly on the people and worked solely

for the people. At the eve of the liberation, the CPC promulgated the

Outline Land Law of China, and shortly after the founding of the People’s

Republic of China, the Marriage Law was promulgated by the country,

aiming to give the farmers, then accounting for more than 90% of the

population, the land they need to subsist; and to entitle Chinese women,

accounting for half of the population, equal rights with men. The first

30 years of the People’s Republic witnessed the land reform, water

conservancy projects unprecedented in scale and duration, a nationwide

literacy campaign, and the Patriotic Health Campaign, which ensured basic

access to food, clothing, medical services and education for most people in

the country. As such, China doubled its average life expectancy and trained

the world’s largest healthy and hard-working labor force.

     Over the past 40 years since reform and opening up began, China

has created miracles on such fronts as economy, politics, society, culture

and ecological environment. But nothing is more remarkable than the fact

that more than 700 million people have been lifted out of poverty and

that 1.3 billion Chinese people lead a moderately prosperous life. This is

the largest and fastest poverty alleviation movement in human history,

which not only has changed China completely, but also represents a great

contribution to poverty reduction and development in the world, and to

peace and happiness of humanity.

     It would be worth pointing out that China has created the miracle

of poverty alleviation under the circumstances of continuously raising

its standards for poor households and poor population, of continuously

increasing its development assistance to other countries and regions, and,

even more important, of being refrained from invasion, colonization, or

large-scale immigration to other countries.

     Looking back, since China adopted the reform and opening up

policy, it has also been my privilege to be involved over the years in the

research of poverty alleviation and development for less developed areas —

old revolutionary bases, regions inhabited by ethnic minorities, border

areas and under-developed regions — the topics ranging from increasing

farmers’ income to promoting education in rural areas and to improving

health and hygiene conditions. From Jinggangshan Mountain and Yan’an

to Sangzhi, Hong’an, Jinzhai and other old revolutionary base areas, and

in ethnic minority areas of Tibet, Inner Mongolia, Qinghai, Yunnan,

the fellow country folks and officials there have left me with indelible

memories, their styles, mannerisms, smiling voice and facial expression

coming to my mind time and again.

     Now, led by the CPC Central Committee with Comrade Xi Jinping

at the core, China’s battle against poverty will be won and the country

will complete its construction of a moderately prosperous society in

all respects. It is the solemn commitment of the CPC and the Chinese

government to the Chinese people that no one will be missed out, and

no one will be left behind on the road to common prosperity. Now, this

commitment will come true, and the “one” here stands for a county, a

township, a village, a household and an individual, and none of them will

be left out in the cold! China will bid farewell to absolute poverty once

and for all! It will give proof to the CPC’s truthfulness to its original

aspiration. It will conclude a splendid chapter in more than 5000 years of

Chinese history.

     For a country, without common prosperity, there will hardly

be happiness and tranquility for all its people. For the international

community, without common development, there will hardly be lasting

peace in the world. As a major and responsible country, China has always

made and will continue to make its due contributions to poverty reduction

for mankind, being ready and willing to share its ideas and experiences in

poverty alleviation and development with the international community. It

is precisely what it signifies for the Contemporary World Press to publish

the book Leaving No One Behind: China’s Stories of Poverty Alleviation.
