Preface

On July 1, 2021, General Secretary Xi Jinping announced at the grand gathering marking the centenary of the Communist Party of China (CPC) that the Party had "developed a relatively sound system of intraparty rules and regulations." This major achievement in  institution  building is hard-earned, and is the result of our Party's continuous promotion of the development of the Party Constitution and institutions  over the past 100 years, especially the result of the comprehensive deepening of reform of the Party building system since the 18th National Congress of the Communist Party of China；the achievement of historic importance in Party building is a shining page in the annals of the CPC, and is an important milestone in the history of Party building, especially in the history of developing intraparty rules and regulations. It also marks that the development of intraparty rules and regulations has thus entered a new stage of high-quality development, and the practice of full and rigorous governance and rule-based governance over the CPC has stood at a new historical starting point. This basic institutional support is fundamental and provides more robust systemic guarantees for the unity and  consistency of the Party and for the Party's leadership role in pursuing a great struggle, a great project, a great cause, and a great dream. It is of great significance for the Party to learn from history, create a brighter future, unite and lead the people of the whole country in realizing the  great rejuvenation  of the Chinese nation.

Intraparty rules and regulations have strong political attributes, distinct moral value orientation, science-based governance logic, unified and standardized functions, and highly condense the Party's theoretical innovation and practical experience. They are the special rules and regulations formulated by the Party's central organizations, the Central Commission for Discipline Inspection of the CPC, as well as the Party's central work organs and the Party committees of provinces, autonomous regions and municipalities directly under the Central Government, which reflect the unified will of the Party, regulate the Party's leadership and Party building activities, and rely on the Party's discipline to ensure their implementation. Current as of July 1, 2021, the Party has 3615 rules and regulations in force. Among them, there are 211 intraparty regulations formulated by the CPC Central Committee, 163 intraparty regulations formulated by the Commission for Discipline Inspection of the CPC Central Committee and relevant central working departments of the CPC, and 3241 local intraparty rules and regulations formulated and developed by the party committees of provinces, autonomous regions and municipalities directly under the central government. Intraparty rules and regulations use 7 different categories of names, including Party Constitution, guidelines, regulations, provisions, methods, rules and bylaws. Among the current effective intraparty rules and regulations, there are 1 Party Constitution, 3 guidelines, 43 regulations, 850 provisions, 2034 methods, 75 rules and 609 bylaws.

To govern the country, we must first govern the party. To govern the party, we must be strict, and to be strict, we must act in accordance with rules and regulations. The "rules and regulations" mainly refer to the Party's institutional system with intraparty rules and regulations as its backbone. Our Party has developed a relatively sound system of intraparty rules and regulations, based on which the Party has established a complete set of institutions that cover all aspects of Party leadership and Party building. This is quite unique in the world, because it demonstrates the prestige of the  Communist Party  of  China as  the world's largest political Party, wisdom of   a major Party, and its way of governance over a major Party. Upholding rule-based governance over the CPC and strengthening the institutional building of intraparty rules and regulations is  the unique secret behind the success of "the law- based governance in China", the  defining feature of socialism with Chinese characteristics and the distinctive advantages of its social system, with which, China has made great contributions to the world's political party governance with its wisdom and solution.
